Road in a forest

Wilderness areas are not allowed to have roads. Therefore, they are defined to have no roads.

Think about it.

(Background: I got a map of Sierra National Forest wilderness areas, marked in blue crosshatches above. Much of national forests aren’t wilderness, of course; but here, some roads have crazy, gerrymander-like snaking cordons of non-wilderness around them. If you first had roads then declared wilderness, or if you had wilderness and then wanted to build roads into it, this would be your solution. The more immediate implication is yay, maybe we can camp there without a permit.)
